Depending on your model, this may be either on top of the deck or underneath. If that's not the problem, it could be broken drive shafts or stripped gears in the transmission. Checked oil, seems like that's not the issue. I did notice an engine mount bolt had sheared (since fixed), not sure if that contributed to the issue. I then did what Rick suggested and actually also removed and cleaned the carburetor and put everything back together. The mower started and ran fine, even after a few restarts..
