I read in the patch notes for Update 32 that all armor stripping abilities now are supposed to work off the total armor and not the base, therefore Fire Blast is meant to armor strip as we're expecting it to and this is currently a bug. The armor stripping is permanent. Gauss-4th ability proceeded by charging to full battery will permanently remove armor with 2 ability casts of your 3rd, cold and heat to create blast proc for 100% armor strip. Mag-her fourth ability augment removes armor up to 80% of current armor at 160% power strength and her 3rd removes armor fully.

A 200% Strength Power fully Armor Stripping is unimpressive nowadays and on a first glance it mostly seems to be a buff for otherwise weaker Warframes. But yeah, Hildryn and Pillage are about to be even stronger and more common. Very likely to dominate any new meta as Warframe and Helminth choice.
